DVGW UBA Hygiene conformity (KTW-BWGL) for A. u. K. Müller valves

A. u. K. Müller sanitary and servo valves already have the DVGW hygiene certificate - also for hot water up to 85 °C - issued in procedure 1+ (System 1+).

The KTW-BWGL is the new assessment basis for plastics and other organic materials that come into contact with drinking water. It was published by the Federal Environment Agency in 2019 and came into force on 21 March 2021. Manufacturers and operators of drinking water systems must ensure that only organic materials that meet the requirements of the KTW-BWGL are used for new construction or maintenance.

The KTW-BWGL thus replaces the previously non-binding KTW guidelines and previous certificates lose their validity. As this also represents a major challenge for certifiers, a transitional period was agreed in which a transitional certificate was made possible, provided the component complied with the previous KTW guidelines.

UBA conformity hygiene

In November 2023, we received the first certificates for UBA conformity hygiene for our sanitary and servo solenoid valves - even for hot water applications up to 85 °C. This makes us one of the first manufacturers with the certificate, as required by the KTW-BWGL. But that's not all: we have gone down the path of certification according to the 1+ procedure (System 1+) in order to significantly simplify our customers' own certification process.

What forms of confirmation of conformity are available? What does System 1+ mean?*

There are various options for confirming conformity in accordance with KTW-BWGL

Self-declaration of conformity

The simplest way is the self-declaration of conformity. Confirmation of conformity with the KTW-BWGL can therefore be issued by the manufacturer himself. For this purpose, a formulation assessment and a test report in accordance with KTW-BWGL should be available for the components/materials that carry drinking water. The self-declaration of conformity is not taken into account in the recommendation of the Federal Environment Agency (UBA).

Confirmation of conformity on the basis of a simplified procedure

Another option for confirming conformity is based on the simplified procedure. If the components only have a small surface area that comes into contact with drinking water, it is possible to confirm conformity on the basis of the simplified procedure. For this purpose, the manufacturer submits the test specimens to the testing institute and discloses the formulation and technical drawings. This is followed by the migration test in accordance with DIN EN 12873-1 and the test for the promotion of microbial growth (DIN EN 16421). The result is a test report and corresponding confirmation of conformity. This type test must be repeated every 5 years. In the simplified procedure, the manufacturer is spared an annual audit.

Confirmation of conformity based on the 1+ system

The 1+ system places the highest demands on the manufacturer. After an application for confirmation of conformity in accordance with the 1+ procedure has been submitted to an accredited body, the initial inspection of the factory and the factory production control is carried out. As part of the initial inspection, samples are taken from ongoing production and then subjected to a type test. In addition, the factory production control is continuously monitored and evaluated, as well as audit-testing of samples taken from ongoing production. A. u. K. Müller is certified according to System 1+. The additional effort is worthwhile because the certification simplifies the conformity procedure for customers who rely on components from A. u. K. Müller.

What are the deadlines for implementation?

The KTW-BWGL was published by the Federal Environment Agency in 2019 and came into force on 21 March 2021 after a transitional period of two years. The KTW-BWGL thus replaces the previously non-binding KTW guidelines. "The test certificates issued on the basis of the above-mentioned guidelines have thus lost their validity as of 21 March 2021. This applies regardless of any longer validity date specified in the test certificate." (see (Microsoft Word - Annex 2_220325 Transitional regulation KTW-BWGL_3. Änderung_DE_QS) (umweltbundesamt.de))

Due to the changeover from test certificates according to the KTW Guideline to certificates based on the KTW-BWGL, bottlenecks occurred at the accredited certification bodies, which led to a transitional regulation with simplified confirmation of conformity based on previous test reports, initially until 31 March 2023. This deadline was extended again until 21/09/2024.
